Queens

In Kew Gardens, a 6-year-old boy playing in front of his house was confronted by a man who walked up to him, picked him up and body slammed him to the concrete on the driveway. The boy’s neighbor followed the man as he walked away and sat on a curb muttering to himself and told him that he was bipolar and wanted to kill the kid, who wound up in critical condition from the random attack.

The man was found to be homeless, as this attack occurred a week after a psychotic homeless man murdered four other homeless people as they slept and brutally beat a man by the East River Park days before.

The homeless man has been in and out of psych wards and back in the street in shelters multiple times and it was found out that he assaulted an 80-year-old woman and robbed her ipad and had a warrant on him for missing a court date for an assault of a woman at a fast food restaurant where he bashed her leg with a chair. This man is basically the symbol of this lenience given to perpetrators from this city’s court system and the non-existent services of de Blasio’s wife’s abomination and scandalous Thrive mental health program.

Also in Jamaica, a man murdered his mother-in-law at her house by slitting her throat as her grandchildren were in another room, then he rolled her in a blanket and dragged her down to basement to hide her body.

Again in Jamaica, two teenage boys were confronted then attacked by a gang who slashed them and stole their ipods and cellphone.

And again in Jamaica, a man grabbed a 14-year-old girl from behind and tried to squeeze her butt while on the stairs at the Parsons Blvd. Station.

And again in Jamaica, an off-duty fireman crashed his car into another vehicle while driving drunk and drove away.

In Jamaica Hills, a 16-year-old girl got shot on her shoulder from a stray bullet that was meant for a 16-year-old boy involved in a fight between two gangs by a charter school and the shooting was tied to the killing of the boy a few days earlier in a basketball court barely a mile away. The bullet is still lodged in the girl’s shoulder.

The suspect was caught and was revealed to have multiple priors from other gun holdups and brutal beatings and robberies of other boys this year. His unintended victim now lives in fear of going outside and of dying.

Also in Jamaica Hills, a man grabbed a 12-year-old girl’s butt as she was exited the 169th Station.

Sage and heartwarming advice dude.

In Douglaston, a landlord found a dead person decomposing under a pile of clothes and garbage left behind by an evicted tenant.

In Astoria and College Point, a man broke into four construction sites and robbed tools collectively worth around $20,000. This thief is very savvy to take advantage of all this over-development.

In Lindenwood, two stray dogs were running loose on the street and then a cop shot one of them as they approached.

On the Grand Central Parkway, two homeless men camping out on a longtime city neglected community garden decided to solve a smidgen of the homeless crisis that got worse under Mayor de Bastard and built an actual house on the green space. Which was immediately destroyed by the Sanitation Department who sent some men wearing hazmat suits like it was a gas attack in Allepo, Syria.

de Bastard sternly proclaimed that your city (meaning his and his donor owners) will not tolerate encampments. But thousands of people living on the streets and families living in hotels and residents living in inhumane conditions in public housing is suitably tolerant for him. Dick.

Here’s something I overlooked about the purge incident involving a bunch of high school kids going batshit and vandalizing a CVS store in Forest Hills in the last New Bad Days, the precinct commander Capt. John Cermeli’s even batshit response about the incident on Metropolitan Ave:

“There were still kids around outside of the store but nobody from the CVS management could identify who was actually doing what, so we really couldn’t just arrest anybody,” he said.

The commanding officer added that the students weren’t stealing any items.

“They were just being mischievous,” Cermeli said.

Oh you goofy kids, causing mischief by rioting like that. And thanks for not stealing anything so we don’t have to file another report and put y’all threw booking. The blue wall of insouciance gets bigger and denser.

Brooklyn

In Downtown Brooklyn, a man arrested for robbery and domestic violence jumped out of police car and ran away while in custody and as he was about to be processed at central booking and was still at large. He finally got caught almost a month later. This should be remembered as the city builds the humane tower prison in nearby Boerum Hill.

Also in Downtown Brooklyn, a man killed himself sliding down a spiral banister and falling to the floor at the Brooklyn Museum during a private event.

Again in Downtown Brooklyn, gunshots when off inside the Jay St./Metrotech Station at the start of the afternoon when some man pulled a gun by a token booth and started blasting. Five people were subsequently arrested. The biggest mystery is why this story is not that detailed as it looks as if it involves gang violence.

And again in Downtown Brooklyn, a brawl between two groups of high school students spilled into the Jay St./Metrotech Station where the fighting continued as cops on the platform tried to break them up. During an arrest of one teenage male who allegedly fought back, a cop throws a punch at a teenage who tried to intervene then punched another teenage male who walked by him and they get into a fistfight. A 16-year-old girl got arrested along with three other teenage males during the melee. The overtly aggressive cop has priors for excessive force and the second kid he walloped is going to sue the city for five million dollars.

Days after this incident expectedly went viral, the cop got transferred to another precinct. And as usual with the disturbing secrecy conveyed by de Blasio’s NYPD, the cop or what station he now patrols for has not been identified. So keep an eye out for him, specifically fellow cops because this guy is going to get you in trouble.

And again in Downtown Brooklyn, a gang member pantomined a gun and pointed it at a man who was testifying against his cousin who was being indicted for a home invasion armed robbery where they impersonated police officers to shake down a drug dealer.

The night spot has been a destination hangout for over a decade with a multitude of noise complaints and eyewitness reports of open drug and alcohol use. In other words, vibrancy in action. How did the night mayor miss this one.

Also in Crown Heights,at the Franklin Ave. Station, a man hopped the turnstiles and ran into the arriving 4 train with around ten cops in pursuit of him. When the cops reached the platform, all of them drew their guns inside the train car filled with other commuters and pointed their guns aiming at the suspect, who sat their with his hands up. The doors opened and the cops swarmed and dogpiled on him and took him away. The NYPD took these threatening and hazardous measure because they were acting on a tip that he was armed with a gun.

The vendor then took a metal chair and smashed it over one cop’s head, leading the cop to shoot him five times as he was falling. The vendor wound up dying and the cop wound up in a temporary coma from his injuries. The vendor, who had bipolar disorder, tried to get help with his family’s assistance but the NYC health dept. officials determined that he wasn’t a threat to anyone or himself.

NYPD Fraternity Group Abuses City Placard Law On The Day City Council Ratifies Placard Abuse Law

Elmhurst, Queens, New York

This was posted first on Queens Crap but it bears repeating on here. And it surely fits the title of this digital publication, because this is one of the most brazen acts of impunity ever photographed considering the brief chain of events in the course of 12 hours.

First by the NY Post:

City Council members overwhelmingly backed Council Speaker Corey Johnson’s plan to rein in widespread abuse of city-issued parking permits, approving all nine of his bills he put forward to crack down on placard abuse.

“Placard abuse is corruption,” Johnson told reporters ahead of the Council’s Tuesday vote. “We’ve tolerated it for years as one of those unchangeable facts in New York City, but those days are hopefully over.”

Tell me/us more, tell me/us more Cojo. And maybe with less trepidation this time.

Critics frequently complain the NYPD fails to crack down on placard abuse since cops are frequently spotted misusing them, but Johnson told reporters DOI’s involvement ensures NYPD will take the issue seriously.

“We wanted an outside check,” Johnson said. “Traffic enforcement agents who are supposed to be writing the summonses and tickets … don’t always do it because they are afraid of policing the police.”

Unfortunately, it didn’t take long for both of those final comments by the speaker to manifest. Thanks to the ace photography of long time Queens Crap commentator and blogger George The Athiest:
Who:  The Columbia Association of the NYPD.
Where:  In Elmhurst on the Queens Boulevard south service road between the new Georgia Diner and Grand Avenue.
When:  Tuesday evening, November 26, 2019.
What:  Columbia Association police membership needs convenient and difficult to find on-street parking.
Why:  It seems that this membership has parking privileges that the rest of the citizenry does not.

Regular street parking cannot be found, so we
drive up onto the sidewalk.  Nice.

As far as the eye can see, along the service road:
dozens of bumper-to-bumper private cop-owned cars
parked to the right of the bike lane up on the sidewalk.
The Grand Avenue cross street is just below photo at the
bottom.  The Georgia Diner is situated way off in the
distance in the upper left behind the stopped bus.

Illegally parked vehicles “respect” the bike lane by
not intruding on it although the drivers’ sides of these vehicles
are on the sidewalk.   Why can’t non- police owned vehicles
do the same in light of the recent loss of parking spaces
caused by bicycle lane construction?

All that’s needed is an official placard?

Apparently, the answer still is yes. But why would de Blasio’s NYPD do this so brazenly and arrogantly? Back to the NY Post:

Of the nine bills passed, all but one was approved unanimously.

However, five council members voted against a ban on city officials parking in bike and bus lanes, at bus stops, in crosswalks, on sidewalks and in front of fire hydrants.

So that’s how the NYPD will continue to get away with placard abuse, it’s transparent that during the writing of this bill some beneficial loopholes had to be placed (wonder who the furious five were). But come on now, to do this on the same day? They could have waited maybe a day or two to go back to their recidivist power tripping habits and parked all their cars in a nearby garage, since they and de Blasio are usually obsessed with optics.

But what’s more concerning is the shocking lack of local news media scrutiny, especially from the so called city blogs that publish anything bike related like Gothamist and Streetsblog. Maybe it’s Thanksgiving and all but this happened on Tuesday and I published it immediately on the night it occurred when it was messaged to me by GtheA. I even made sure to tag it on the Twitter to the intrepid placard corruption and they immediately like and retweeted it.

Screenshot_2019-11-28 Notifications TwitterScreenshot_2019-11-28 (1) Notifications Twitter

Usually when they do this it goes viral, but for some reason nothing came up, no likes no retweets and no subsequent news or even a request from the networks or papers. You think with all the coverage that bike commuting is getting, from new infrastructure and street redesigns to a rise in cycling advocacy that this didn’t get any follow up outrage from them.

It’s sour grapes but I don’t give a shit. The NYPD should not have been doing this and it sets a bad example to every citizen, young and old and will cause even more scofflaw behavior among them because they will have a reason to justify their illicit actions behind the wheel or even riding a bike or scooter. You think these cops on that evening would have thought for a second how their own illicit behavior here would set a pattern akin to the Broken Windows concept that they keep bringing up to enforce laws against lesser crimes.

And the fact that the aforementioned city blogs did not even pick up the scoop of this defiant abuse of power like they usually do whenever a biker gets hit by a car or a row of patrol cars block a bike lane is perplexing.

So to all these off-duty cops and the city blogs and also local corporate news media, what’s the fucking excuse?

The Homeless Gestapo

015.jpg

Looks like the benevolent Mayor Bill de Blasio will finally get proactive with the homeless crisis he picked up from the previous mayor and cockteasing presidential candidate Mike Bloomberg and that he himself exacerbated with his fruitless policies and promises while coddling his overlord developers and profitable non-profits while ignoring the ossified speculations and fabrications of market rate rents. For what he and his crack(ed) team in city hall have concocted a way that thinks will ameliorate the depressing omnipresence of people sleeping and dwelling on the streets, parks and subways.

Ready? From the 6 Square Feet digital publication:

“Mass surveillance” or massive outreach effort? The verdict seems to still be out on Mayor de Blasio’s new initiative to help solve the homelessness crisis in New York City. In a press release today announcing the new Outreach NYC program, the city says it will “mobilize thousands of frontline City Agency staff to request outreach assistance via 311 when they observe individuals experiencing unsheltered homelessness” as a way to help them into shelters. To be exact, the total number of city employees who will receive this training is 18,000. But the Coalition for the Homeless feels that the plan merely implements “mass surveillance of homeless New Yorkers” without making investments in solutions.

In a statement, Giselle Routhier, Policy Director at Coalition for the Homeless, said, “The Mayor’s grand outreach plan is to implement mass surveillance of homeless New Yorkers, without necessary additional investments in real solutions like housing or low-threshold shelters. This is not a plan to ‘help’ anyone — it is a chilling and counterproductive plan to try to drive the problem out of sight.”

On the other side of the coin, Mayor de Blasio said, “We cannot attempt to address this issue in a vacuum. It’s time we all wear one uniform. Outreach NYC is our all-hands-on-deck approach to bring even more people in off the streets.”

To that end, the 18,000+ city workers who will receive training are employed by five agencies–the Department of Sanitation, the Department of Health and Mental Hygiene, the Fire Department, the Department of Buildings, and the Parks Department. They’ll be advised to dial 311 when they observe “individuals experiencing unsheltered homelessness.” These calls will then be routed to a new Joint Command Center under the Department of Homeless Services and the NYPD. From there, according to the press release, “interagency staff will analyze trends, triage requests, and prioritize and deploy multi-Agency responses as appropriate.”

What we got here citizens, is that Mayor de Blasio has decided that the solution to stem homelessness is to assemble a Homeless Gestapo. Think it’s hyperbole or exaggeration. It’s even in the wording of the press release. All wear one uniform and the manifestation of a Joint Command Center to procure the data.

The we here is that every agency will have some municipal workers, from the NYPD to the Sanitation Dept to report anyone being an uncomfortable inconvenient sight of the city’s massive economic inequity and awful services for the indigent, mentally ill and displaced that passerby will happen to see (or even smell sometimes).

And how much will this cost the taxpayer that your city is trying to help avert their eyes from the less fortunate? 19 million dollars. Yet again, the city is allocating money in the wrong fucking place again. 19 million can probably build a few real 100% affordable housing buildings, a hospital, or at least provide vouchers. But no, de Blasio and his Windsor Terrace luxury brownstone dwelling DSS commissioner Steven Banks this money is rather best used for surveillance creeping and wants to take 18,000 city workers away from the jobs they are suppose to do to be data scrounging stormtrooper snitches to get the homeless population into shelters that they won’t go back to*.

With this pile of dumbfuckery, de Blasio and his fauxgressive cult administration are more concerned with a brief  micro solutions to the macro problem of homelessness. It’s not about giving the destitute relief or getting them back on their feet, it’s about covering up perpetual blight and bureaucratic incompetence of a depression in plain sight because all the luxury towers and preferred district gentrification can’t hide the crisis anymore. So they are going to continue to sweep the homeless under the rug by having thousands of city worker drones to snitch on them. As if their days working the streets aren’t arduous enough.

But remember, all this is “assistance” is meant to “help” people in need.

But it’s all for de Blasio to save face and cover his ass because he vainly wants to show that his neoliberal policies are working while feigning to be a liberal. Well, if he wants this to really work and impress his developer overlord donors who are clearly freaking out now how inescapable the homeless crisis is, this weak ass mayor better set aside another few million for brown shirts and armband emblems to wear for the 18,000 poor saps assigned to this expensive tech surveillance mission on the city’s most vulnerable and powerless. And probably another few million for a volunteer homeless monitor recruiting drive.

Since we all have to wear one uniform.

*This will be discussed here in a future post.

Impunity City Turns Three The Hard Way

073

Happy birthday to this. Impunity City, my contribution to reporting on the existential terminal stasis of my/your/this city and elsewhere is three years old today. Which makes it old enough to go to the bathroom by itself and qualify for pre-k.

It hasn’t been as busy as I want it to be, readership and clicks are still low but it has picked up lately thanks to being bequeathed the Queens Crap blog and my own and overly busy twitter account (just hit 200 followers, noice). So despite my still amateurish writing skills, it’s still justified to keep this running and going. In fact, with all the stupidity and corruption going on by our exalted leaders and people of undeserved influential status, this digital publication is one of the few checks to balance out all that wretched perpetual bullshit.

So to properly commemorate this anniversary along with the entermann’s danish above, this post and all the rest of the post to everyone and I mean everyone who still reads the Crapper and all of my consistent viewers on my social media account. You all make this possible and it gives me hope that one day I might get paid for reporting on these miserable occurrences, policy travesties benefiting the most avaricious, the collective lethargic mind state of the cellphone dependent and the still predominant power structures now rapidly fucking up society.

Gentrification Of A Beach And Federal Parkland, The Final Chapter: Requiem For A Summer Place

596

Here are parts 1, 2 ,3 and 4

Rockaway Beach, Queens, New York

Well another summer has departed and the belated autumn solstice has arrived today after the climate change influenced unusual warmth of last October, so this would be the right time to document and review this years spring and summer season spent at Riis Park. And it’s not good at all and it has not ended well, as the dramatic changes that came forth with certain and way overdue (and selective) renovations took place

As the days of May got later, there actually was a itty bitty slither of hope for the people’s beach. The Riis Park Bathhouse renovation attracted more concessions and restaurant fare, as well as new food stands on the end of the boardwalk by the abandoned hospital and both were supplied with live laptop DJ’s. More food trucks were added to where the heart of the Brooklyn Night Bazaar Riis Park Beach Bazaar takes place, probably for people who do not care for the upscale foodie concept fare being sold in the restaurant inside and the stand by the pitch-and-putt course. There was also the return of the ludicrous high end slum camping concept Camp Rockaway in the dirty chigger infested backyard of the bathhouse. Volleyball courts were also added right in the next yard too for adventurous players and camp guests to play on the hard concrete. It was quite a sight to behold this year on every weekend, as people gathered to enjoy the summer breeze, sharing the company of diverse races and cultures, and extravagantly overpriced fast food, beer and cocktails. Vibrancy in action I believe it’s called.

It probably would be better conveyed and illustrated with pictures:

It’s not exactly Coney Island, but it’s adequate enough. Especially in comparison to a decade ago when there was absolutely nothing here until a bunch of Brooklyn entrepreneurs and hipsters “discovered” it. The beach even has a cellphone tower now placed at the “abandoned” Neponsit hospital for all the foodie denizens instagram addictions. There is also app pay service for ordering, so I guess e-motorcycle delivery guys zipping on the boardwalk cutting people off is not a far away prospect.

So now it’s an actual destination spot, which is still pretty hard to believe since the Federal Parks Service didn’t give a fuck about this place for near a half century and let it rot for years. It’s even more surprising that the Bazaar folks and the hipster demo even found this summer place interesting considering it was the default garbage dump for all the neighborhoods destroyed property after Hurricane Sandy hit.

Even the Riis Park clock, which although still ticked and barely survived Sandy’s pounding, suddenly got a major overhaul at the beginning of the summer and now its faces glow in the night.

But progress is progress and even though I personally have never purchased anything at the Riis Park Beach Bazaar and avoided their rip off overpriced artisan fast food and cocktails, marked up rancid craft and commercial brand beers and only went by there to use the toilets, I admit seeing business activity like this was good to see. Even if it was just prototypical upscale lifestyle bullshit.

But something was missing from all the free market vibrancy going on the boardwalk. Somehow all the restorations and renovations and all the upscale prices that went into providing a venue for the bazaar did not transfer to a very essential part of beach and parkland that was already a big attraction. In fact it was the only vibrant destination spot before the natural disaster of a category one hurricane and the unwelcome appearance of gentrifiers hit the people’s beach (yes, I’m aware of the irony that gentrifiers are people too) and that is the picnic and grilling area.

This would probably be better illustrated and conveyed with sadness with pictures:

Before that bitch Sandy came, it was arguably the best and most spacious grilling area in the city. Despite how small it looks, it had ample space and plenty of tables and grills for anyone that showed up anytime. It also had a lot of wind swept trees from the powerful Atlantic Ocean winds that gave the picnic area a cool presence and a visual wonder of nature.

But where are the goddamn tables? This is a federally tax payer subsidized picnic area.

Usually they get moved around by people for their cookout parties but there used to be more out here. A lot more. It’s darkly amusing though pretty annoying that the Riis boardwalk has tables while the picnic area barely has any, especially this year as the people brought more of their own chairs and tables than ever before. So National Parks apparently feel that the people actually making an effort to come to the people’s beach is not as worthy of table provision as the people that show up for the fucking beach bazaar. It should be noted that the people who grill out here are way more diverse than the bazaar people, ranging from African-Americans, Spanish people from Puerto Rico and South America, the Ukraine and Russia and even a few Italian-Americans.

A lot of the grill areas visitors also brought their own grills, as what looks like about 30 of them got destroyed and were never replaced (even from last summer too). All that are left are ashen stumps.

To compound this offensive slight of an essential park area for citizens, the National Parks Service also decided not to provide the picnic area with ash cans to dump the hot coals in, leading people to dump mounds of smoldering coals and dust to pile up on the few grills left standing. Also noticeable is the lack of garbage cans too.

There is something going on here and it’s appalling. Because what we got here is obvious discrimination and blatant inequity of park amenities. Because the people that use the grilling area are not going to go to bozo bazaar and waste their money there when they already spend it on their own food and booze that they hauled all the way from Brooklyn and Queens.

Although this was evidently done by vandals, the National Park Service helped destroy this grill area. Classic demolition by neglect. Although by the ways some of these grills look and how many are gone (even by the gazebos), it looked like it was done by malicious force. The tables that were once here have vanished gradually during the years as the amount of tables on the boardwalk gradually grown.

This is a pretty shitty way to distribute public space. In a way, this is similar to the whole “affordable housing” concept of building expensive apts along with lower rental ones for the baseless rationale that poor places can’t exist without rich spaces. The bazaar being the 80% market rate and the grill area being 20% affordable. And the results of where the exclusivity lies is brazenly apparent.

But really what happened? This is the people’s beach right? How could the NPS and even the Riis Park beach bazaar let such discriminatory maltreatment of green space occur. And with the prices they charge for their artisan fast foodie fare and pretentious cocktails which the average person spends about $100 during the day consuming and along with the existence of an idiotic luxury lifestyle campsite, how come none of that money has translated to the upkeep for the grill area? Or even to other area of the park like the baseball field and the nearby handball, tennis and newly painted shuffleboard courts?

There is something foul afoot with the beach bazaar, which in fact doesn’t even resemble one since real bazaars are dense with concessions, tent stores and games while this is set up in isolated areas far from each other. Another reason for the dubious profitability to justify the existence of this is that the organizers and promoters had their own Brooklyn Night Bazaar kicked out of a catering hall before this venture because they couldn’t afford the rent, it was the second time they got kicked out of the borough that they are responsible for gentrifying. Is it possible that the effort by Gothamist to help their Brooklyn transient comrades by writing a wretchedly and laughably pathetic journatisement post on Camp Rockaway didn’t help at all? Apparently not, because the proprietors of CR had to distribute discount coupons (and it looks like they had to skimp a little on the ink at the printers shop too)

But I digress. Actually no, all this is relative. The Riis Park Beach Bazaar is a failure and it’s clearly still being enabled. There are obviously some investors behind them that have bigger plans for Riis Park. And it surely involves privatization. Because what the grill area looks like now is ripe for plunder and usurped for obnoxious commercial promotion events and dickweed startup networking functions.

It doesn’t have to be this way but it’s inevitable, for park privatization is spreading everywhere supposedly because the funding isn’t there to maintain them. And the Riis Park grilling area appears to show that there still isn’t funding for it, although it’s blatantly obvious that it’s being ignored on purpose. Every year gets worse over there, NPS clearly is trying to discourage citizens from using it and presumably there are vested interests to make Riis a luxury destination given the other changes and distressing developments happening on the Rockaway peninsula

Despite years of warnings and universal scorn from the citizenry of the five boroughs, the scourge of gentrification of wanton hyper-development, real estate market speculation/fabrication and the mindless frivolous spending demographic they attract are not going to fade soon and it looks as if it’s going to spread faster instead of gradually now.

And it’s more than certain that is going to happen one of the best summer places in New York City in the borough of Queens (although I think a lot of these newbs still think it’s in Brooklyn). For now, I will concede defeat and let the Riis Park go. Which sucks because I love grilling out and I make kickass BBQ burgers. This glorious place was the easiest to get to on bike, despite only a few uphills on the two Cross Bay bridges, it takes less than an hour to get to Riis even while making a stop to get food and Yuenglings at Waldbaums.

But now it’s over. At least writing about it’s slow death is.

Goodnight Riis Park.
